They're probably telling their customers to throw only tp in the toilets just because their plumber told them to ... they don't actually believe that he's right and it's necessary.

As well as what maughta said, I interpret this to mean that they want nothing besides "toilet paper" in the toilet. So, depending on how liberal your interpretation of "toilet paper" is, you may not be able to do your "business" in their toilets. I guess just use the trash can.
The wording also makes me think people are depositing "toilet paper" in other places than the toilet. The pizza, perhaps?
