i think this is what Grant Barret refers to as a shout quote or an emphasis quote , to call attention in boldface to the word , COOL!
so "NOW" acts as an attention getting, the the quotation marks serve the same purpose as BOLDFACE type or an underline, and I guess the relative EASE of just adding Qm to a word make it easy for a sign writer or a menu writer in an informal setting to use the QM this way. COOL. so not really a shout quote but an emphasis quote. interesting!
