Leslie, I switched to no comma, because people repeatedly told me using a comma made it look like that person was signing the post instead of being addressed. I guess I can't win on that one.

It's pretty ironic. The person who made this sign probably thought the quotation marks would emphasize the high quality of service this shop provides. Interpreting this literally suggests that the service is rather poor. You might as well make a sign the says "Welcome to the So-Called Service Shop." (Quotation marks necessary in this context)

By the way, I found a funny comma splice the other day. You can find it on my blog towards the bottom.
