Well, its hebrew, but also totally phonetic. So maybe that's the reason for the quotes...

Maybe they realize that "hebrew" should be capitalized but are required to write it as on the form.
You never know, maybe the box actually originally contained the cereal printed in English. The Hebrew ones came from a different box.
