Actually in this instance I'd suggest that they were using scare quotes, a tactic to incur a negative response in the audience. Just a thought.

wow. admitting my political more-than-leaning, I would say the quotes might not be unnecessary. of course they wouldn't welcome him then, would they? No, they would "welcome" him.

Personally, I think that sign is perfectly fine. What's wrong with it? I always put "president" in quotes when refering to G.W.B. Also in quotes: "Leader", "decider", and "Christian." Maybe that's just me.
Meh. Definitely intentional sneer quotes, rather than garden-variety quotation-mark misuse.
Looks okay to me. I always whip out the airquotes when I speak of him who shall not be named, so this works.
