you are clearly not welcome

Harvey writes, perceptively, "Given the keep out sign, CCTV, 8' padlocked gate and barbed wire around the top, perhaps these quotations were intentional?"

Well they could have said 'welcome to our school perimeter, but that might not have fit, so easy to just enquote it.

Perhaps the quotation marks were supposed to enclose only the word "school." Seems more like a "jail" to me; besides, I'd like to think that an educational institution would use proper punctuation.

Those actually look pretty genuine; as if the principal or another member of staff was saying "Welcome to our school".
