It's a scrapbooking tool. It will have quotes about various subjects - babies, weddings, etc. - that can be mounted on a scrapbooking page to go along with the photos. The vellum is a kind of frosted, slightly see-through, heavy paper.

I think they know the marks are technically unnecessary, but here they're stylistic. You think George Herriman didn't know how to spell "crazy"?
