Watsonville is a city. It is surrounded by strawberry fields, but most of the fields aren't actually in the city. So probably what was meant was that the strawberries were from a farm very near Watsonville, but not actually within the city limits.
This is a correct use of quotation marks, I think.
What gasstation said is true. Watsonville is a city in central California. I live about 40 miles from there. The strawberry fields aren't actually in the city, but they are famous for strawberries and in the summer the city of Watsonville holds a Strawberry Festival.

I don't usually post the following: newspaper headlines, personal email, craigslist postings, unprofessional websites. I also tend to not crosspost things from other blogs, since I have so much unique material waiting for me to get to it.
Things I see a lot: silica gel "do not eat"; hair dryer labels; inside the bus "do not drill"; Wal-mart sign about IDs; coffee machine with "2" cup sizes; employees must "wash hands"; that failblog post.
