"only 3 students"

The ageism of this sign is a little bit offensive, that must be why they are distancing themselves with quotation marks. Thanks, Bianca.

The fact that only the "in" is left out of the quotes puzzles me. The "in" is the only word they're serious about.
"Illegal gambling parlor" in "back of store."

I wouldn't be surprised if another sign appeared stating that "students may not" take "pictures of our store."

how about "tall buildings reflected" in "storefront windows"?

Actually it just strikes me as excerpts from some "story problems" we used to have in elementary school. Like: if 'only 3 students' are allowed in any 'store at one time' how many store must a town have to accomodate a 'school of 275 pupils'?

It's a chapter in a book.

While the quote placing is bizarre, The rule in the sign is not an unusual one to me. A lot of convenience stores near schools have them, as kids and teenagers have a habit of roaming in packs, some distracting the employees while others shoplift. It's a big problem in some areas. Ageism maybe, but understandable if you ask me.
