Actually, if the person making the sign was trying to imply the pun (of both the direction right and the proximity "right here") then the quotes are not totally unwarranted.

I'm going with the double entendre part of it-- It's kinda commanding you to not only turn RIGHT, but also right NOW. I think it was pretty clever, no?
