Translation: a quick douse under the faucet, not a full thirty-second scrub (or whatever authorities recommend) with soap and water, will suffice.
Note the singular, too. Either they have only one employee, or only one of them even has to "wash hands".

I've seen this one in other places too. You can probably buy a whole gross of them through a restaurant supply company.
