A little punctuation goes a long way.
I agree with the quotation marks, there is just other missing punctuation that would allow the quotes to make sense.
The rooms aren't actually smoking, unless of course this sign is in a Branch Davidian compound. It is just missing a period. And the second set does seem to be quoting something, but is missing the comma needed to lead into the quote.
Well, the states of Pennsylvania and Virginia, are officially called 'the commonwealth of ______'
so, what with the capitalizations i would have to conclude that this is the ACTUAL name for California.
