what even are chip forks?

Evidently the things in this picture are euphemistically referred to as "chip forks" that need to be dispensed. This must be the fork version of those weird little wooden ice cream spoons. As submitter James says: that's ok, I'll just use my "fingers" instead.

Maybe "chip fork" is British, to eat your take-away fish and chips with?

That's exactly it.

I say old chap, in England, if you do not want to use your fingers to eat your fish and chips then you would use a chips fork, I hope that's jolly alright with you! Also we invented the language, so we can put() unnessesary and misspelled words and punctuation where ever we want to.
Cheerio!
