Several people alerted me to this blog post. I'm guessing the author of these quotation marks believes they are extremely necessary.

Besides the face that "justice" is in quotation marks, it doesn't speak well for Boulder County that they attempted to hide their identity behind some inadequate floral camoflage.
Yeah, toep, just to the right of "Justice" may be cannibis sativa!
Someone expressed their dissatisfaction with the justice they received it a witty way which is really the antithesis of the usual pictures posted here of unwitting ignorance. Which is funnier?
