They are just action lines. Like in a cartoon. Depicting the velocity of the words, in this case "recycle only" is flying down into the recycle bin.I am sure that's what they meant. :)
I thought they might be shine marks, showing you how squeaky-clean the earth will be if you recycle.

I see the quotation marks form a box around "Recycle Only" to draw attention to the whole phrase, like fireworks. I think that's what they were going for.
I agree... I think it's decorative. Like arrows or something.
