If it's anything like my Cork flat the water heater is on then - and no other time! You'd think it'd be more like 1AM-6AM as I can't imagine a tank of tepid water would heat up that fast, nor would it lose heat so quickly...but I'm overthinking :)

I don't usually post the following: newspaper headlines, personal email, craigslist postings, unprofessional websites. I also tend to not crosspost things from other blogs, since I have so much unique material waiting for me to get to it.
Things I see a lot: silica gel "do not eat"; hair dryer labels; inside the bus "do not drill"; Wal-mart sign about IDs; coffee machine with "2" cup sizes; employees must "wash hands"; that failblog post.

between those hours there are likely fewer people in the building, so hot water is allowed to heat up in the cistern
My old apartment building never had any hot water before 7am. These things can have timed settings.
