between those hours there are likely fewer people in the building, so hot water is allowed to heat up in the cistern
My old apartment building never had any hot water before 7am. These things can have timed settings.
If it's anything like my Cork flat the water heater is on then - and no other time!
You'd think it'd be more like 1AM-6AM as I can't imagine a tank of tepid water would heat up that fast, nor would it lose heat so quickly...but I'm overthinking :)
