After snapping a photo of that sign I soon saw several others from the same sign maker within several blocks. He is very committed to his quotation marks. They are all within a few block area, south of the 10 freeway near Hauser in west Los Angeles.

I think if people really need cars and not have much money then they can just pay a little and get to travel in car, I think its cool especially during this downturn.
