That bag looks pretty clearly green to me, but maybe they had a fight over the color name (it's really more kelly, no aquamarine, I think forrest). Or maybe it has something to do with this.

Excellent Star Trek reference - clearly your early years were well spent. The clip you show, however, is itself a reference to a scene in an original series episode called "By Any Other Name" in which Scotty drinks an alien under the table. When he is asked what he is serving a not-quite-sober Scotty looks at the bottle and finally says "it's green."
But I'm sure you knew all that.

Green as in environmentally responsible. I think a case can be made for the quotes in this case. Sort of an ironic statement: these bags are green colored, and they're "green."
It's only ironic for the moronic.
The TNG clip made me feel nostalgic.

I think the quotation marks are actually appropriate here.
I think the quotes aren't necessary. However, quotes are so often overused and misused that I tend to be of the persuasion that they should only be applied when absolutely necessary which, in this case, they aren't (unless somehow the sign was referencing the Star Trek clip.)

What they mean is the unknowing buyer is actually purchasing the most environmentally UN-friendly bag ever. It's made of cute puppies, used needles and rain forest trees all mashed up and woven together.
This blog is the best. I get so annoyed by the misuse of quotations. I even point out the abuse to people sometimes, and they'll look at me with "strange faces" and "not knowing what I'm talking about."
I think the quotations are justifiable. If it just said Green Bags it would appear they were selling bags that are green, but as the bags are to promote a reduction in using plastic bags They are "Green" bags. I can see myself using finger quotations when I refer to these "Green" bags.
Note: I always use finger quotations when I'm being factious
