"avoiding" identity theft


Taylor found this one at the DMV in New York City. Evidently in New York you can sign somebody else's application for a driver's licence.

What I find funny is that on a lot of these, the quotes are (incorrectly) used for emphasis. Here they use the quotes and the more correct underlining.

This is not just wrong, but makes no sense. Why would they even need to emphasize "your"? Of all the words on that sign, the only words less important than "your" are maybe "to" and "the".
