I agree with hissyfit. I interpret this sign as simply pointing out the fact that employees might not necessarily be found only beyond this point, but may be found occasionally before this point. The sign really doesn't say a thing about who is or is not allowed beyond this point. Therefore, there is no point to this sign. So,it has no point to be beyond or otherwise.
So if you want to find one of them, that's where they are.
