This is an erroneous submission. It belongs on the blog of MISPLACED quotation marks. Since the bowls are empty the sign should be label "samples" and "coupons".
That is a very devious offer. There were no samples or coupons to begin with. Thus the quotation marks. Fiendishly clever, I say!
Maybe they are free samples of crappy plastic bowls.
