Because it's a pun. Those quotation marks are 100% necessary.

A pun does not require quotes in any way. And if you have to use quotes to point out your pun, your pun sucks.
I'm "from" RI too! gonna be there "tomorrow" and because were all pedants here I have to say that place is in "East Providence", not "Providence". Also, that pun "sucks".
