somebody's application

Anna spotted this one at the DMV. She noted that they apparently don't care if you sign your application or someone else's.

Maybe YOUR is an acronym of some sort, being in all caps. (I'm not feeling in a particularly creative mood to decide what it might stand for)

Wouldn't it prove more effective to emphasize (because we know the quotes here are just a poor way of adding emphasis) oh, i dunno… ANY OTHER WORD on this sign?
Why "your?"

Well, it would seem obvious that they were using QMs as a way to (incorrectly) emphasize, but they underlined "before" correctly 2 words later. maybe they figured it out halfway through.

As to why they emphasize "your" I think it's probably that they don't want people filling out applications for others (maybe?)

Having the first letter of every word capitalized is annoying, too.
