ck spotted this in Tribeca, NYC. Perhaps this is some New York slang I'm unfamiliar with.

Do they mean "curb" as in American History X?

"Curb" means restrain, as in "Restrain your dog from pooping on the sidewalk." No reason for it to be in quotes, of course.
