Perhaps they weren't sure about the difference between flammable and inflammable, and wanted to hedge their legal bets.
Between the 2 sets of quotes, they're just daring you to try. First saying, sarcastically, "yeah, sure, it's 'flammable'" then going on to "tell" you not to use it near open flame.
I accept your challenge! If I don't return in one hour, please call "911" for me. (unless they're busy with the drunk drivers)
My guess is that the contents of the tag were dictated.
this is a pretty bad one. Someone out there is going to set it on fire to see whether it is, in fact, flammable.
I suspect this one might be legit. They are likely required to say those things if it fails the flammability test mentioned on the label, and they probably quoted the exact language used in whatever federal or state regulation is involved. Putting it in quotes suggests, then, that it is someone else's words, based on someone else's definition of "flammable," and they themselves might not consider the product to burn all that well.
I'm even stuck on the fact that it failed a government standardized test.
