It looks like "such-and-such cafe" (cut off at the top) is serving nachos and is under new management. I think the zealot is in the clear.
Unless, of course, someone has just been hired specifically to manage the nachos--in which case we are left to assume that this "manager" is not up to snuff...
$10 for Nachos? Damn! I live in NYC and still think that's a little pricey.
"new management" being code for "now without rat feces", so this makes sense.
It was a line from $10 to the word nachos. directional if you will.
